Two thousand four.
The year 2004 is marked by an expanded world order in which power structures are being reshaped. The European Union grows significantly in May, with many countries from Central and Eastern Europe joining and shifting the political weight of the continent. Germany finds itself more at the center of Europe, integrated into new economic and security dynamics.
In Germany, domestic political reforms shape everyday life. The Agenda 2010 continues to have an impact, with the Hartz IV legislation in particular causing social tensions between economic modernization and social security. In East Germany, structural differences persist, while in the West, debates about competitiveness and globalization are intensifying.
Internationally, the situation remains tense. The Iraq War continues to shape the foreign policy of many states, and the search for stability reveals the limits of military intervention. At the same time, international alliances are expanding, and NATO as well as the EU are redefining their roles, often accompanied by differing interests among their members.
Political structures are also changing in Eastern Europe. Ukraine is shaken by the Orange Revolution, a sign of the influence of the population, media, and geopolitical forces alike. Developments like these show that political upheavals rarely arise in isolation, but rather emerge from an interplay of long-term tensions.
The year 2004 makes it clear that integration, reform, and conflict often occur simultaneously and influence each other.
