In the Federal Republic, economic stability and close integration into the Western alliances shape the situation. In the GDR, however, internal tensions are intensifying. While the leadership insists on continuity, a desire for reforms is growing among parts of the population, influenced by developments in Eastern Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Soviet Union, Glasnost and Perestroika are driving profound changes. This reform policy is altering the strategic environment for both German states. Hungary is cautiously beginning economic openings, Poland continues to struggle with social pressure, and in many capitals it is becoming clear that the rigid confrontation between the blocs is losing its stiffness. Arms reduction negotiations between the United States and the Soviet Union show that dialogue is possible when interests are recalibrated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the international system remains fragile. The Iran\u2013Iraq War is ending after long years of attrition, an example of how regional conflicts can be prolonged by global power interests. In Afghanistan, the Soviet withdrawal is beginning to take shape, shifting the balance of power in Central Asia. Everywhere it becomes clear that political orders do not collapse abruptly, but gradually begin to falter through internal erosion and external pressure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Germany, East and West still stand firmly within their respective alliances in 1988. Yet beneath the surface, ways of thinking, expectations, and room for maneuver are changing. History often moves quietly before it becomes audible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">Exile 188.<br>Sometimes a turning point first announces itself in a whisper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 1988, the balance in East\u2013West relations begins to shift. Reforms in Eastern Europe also change the German situation.
