Extremismus \u2013 egal von welcher Seite \u2013 ist ein Problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aber eine legitime Frage bleibt:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Wer kontrolliert eigentlich diese F\u00f6rderstrukturen?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Und noch wichtiger:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ist jede Organisation, die sich \u201ezivilgesellschaftlich\u201c nennt, automatisch unantastbar?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Neuaufstellung oder Kahlschlag?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Prien hat nicht angek\u00fcndigt, Demokratie abzuschaffen.<br>Sie hat angek\u00fcndigt, das Programm effizienter zu gestalten.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">K\u00fcnftig sollen st\u00e4rker eingebunden werden:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Schulen<\/li>\n\n\n\n<li>Berufsschulen<\/li>\n\n\n\n<li>Sportvereine<\/li>\n\n\n\n<li>freiwillige Feuerwehren<\/li>\n\n\n\n<li>Landjugend<\/li>\n\n\n\n<li>Bibliotheken<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Also Institutionen, die tief in der Gesellschaft verankert sind.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ist das ein \u201eAngriff auf die Demokratie\u201c?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oder vielleicht eine Verschiebung von NGO-Strukturen hin zu breiterer gesellschaftlicher Verankerung?<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Warum reagiert die Linke so heftig?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Heidi Reichinnek spricht von \u201erechten Hetzkampagnen\u201c.<br>Von angeblicher Delegitimierung der Zivilgesellschaft.<br>Von einem Einknicken vor der AfD.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Doch man k\u00f6nnte es auch anders lesen:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hier geht es um Geld.<br>Um sehr viel Geld.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wenn F\u00f6rdermittel umgeschichtet oder gestrichen werden, verlieren Organisationen Einfluss, Strukturen \u2013 und Einnahmen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Und genau das scheint der Kern der Emp\u00f6rung zu sein.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Der Elefant im Raum: Politische N\u00e4he<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Viele der gef\u00f6rderten Organisationen stehen politisch klar im linken oder linksliberalen Spektrum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Das ist nicht illegal.<br>Aber es ist politisch relevant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wenn staatliche Gelder \u00fcber Jahre hinweg vor allem in eine ideologisch klar positionierte NGO-Landschaft flie\u00dfen, dann ist es legitim zu fragen:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ist das parteipolitisch neutral?<\/li>\n\n\n\n<li>Werden auch konservative Initiativen vergleichbar gef\u00f6rdert?<\/li>\n\n\n\n<li>Gibt es transparente Kriterien?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Diese Fragen sind kein Angriff auf die Demokratie.<br>Sie sind demokratische Pflicht.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">551 Fragen \u2013 und pl\u00f6tzlich ist Kontrolle \u201erechts\u201c?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Im vergangenen Jahr stellte die Unionsfraktion im Bundestag 551 Fragen zur staatlichen F\u00f6rderung von Nichtregierungsorganisationen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Was ist daran skandal\u00f6s?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parlamentarische Kontrolle ist Kernbestandteil des Grundgesetzes.<br>Transparenz ist keine rechte Verschw\u00f6rung.<br>Haushaltspr\u00fcfung ist keine Demokratiefeindlichkeit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wer jede Nachfrage automatisch als \u201eAngriff auf die Zivilgesellschaft\u201c brandmarkt, offenbart ein problematisches Demokratieverst\u00e4ndnis.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Demokratie braucht keine Dauerf\u00f6rderung ohne Kontrolle<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Demokratie lebt von:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>freier Debatte<\/li>\n\n\n\n<li>Pluralit\u00e4t<\/li>\n\n\n\n<li>Transparenz<\/li>\n\n\n\n<li>Rechenschaftspflicht<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Nicht von unantastbaren F\u00f6rderblasen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wenn Organisationen tats\u00e4chlich unverzichtbare Arbeit leisten, dann m\u00fcssen sie auch einer offenen Pr\u00fcfung standhalten.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die Behauptung, jede Umstrukturierung sei ein \u201eSieg der AfD\u201c, wirkt weniger wie Sorge um die Demokratie \u2013 und mehr wie politische Dramatisierung.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Die gr\u00f6\u00dfere Frage<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Vielleicht ist das eigentliche Problem ein anderes:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Viele B\u00fcrger haben das Gef\u00fchl, dass staatliche Mittel zunehmend in ideologisch einseitige Strukturen flie\u00dfen, w\u00e4hrend sie selbst immer st\u00e4rker belastet werden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Steuerzahler finanzieren Programme.<br>Sie haben ein Recht auf Transparenz.<br>Und auf Effizienz.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wer jede Reform sofort moralisch eskaliert, tr\u00e4gt nicht zur Versachlichung bei \u2013 sondern zur weiteren Polarisierung.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Die Diskussion um \u201eDemokratie leben!\u201c ist kein Kampf zwischen Demokratie und Diktatur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Es ist eine Debatte \u00fcber:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>staatliche F\u00f6rderstrukturen<\/li>\n\n\n\n<li>politische Neutralit\u00e4t<\/li>\n\n\n\n<li>Haushaltsverantwortung<\/li>\n\n\n\n<li>Effizienz<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Dass ausgerechnet diese Debatte als \u201eErf\u00fcllung von AfD-Tr\u00e4umen\u201c bezeichnet wird, zeigt vor allem eines:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Die politische Nervosit\u00e4t ist gro\u00df.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Doch Demokratie bedeutet auch, unbequeme Fragen zu stellen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Und sie bedeutet, dass staatliche Mittel kein ideologisches Dauerabo sind.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">Wenn dir dieser
