Today is day 194 of my exile.

Nineteen ninety-four.

Germany remains in a phase of internal reorganization following reunification. The economic and social differences between East and West are clearly noticeable. In many regions of the former GDR, unemployment, structural change, and the consequences of Treuhand policy shape everyday life, while at the same time new infrastructure and investments are emerging.

In September 1994, an era of the postwar order comes to an end. The last Allied troops leave Berlin and German territory. This formally ends the military presence of the victorious powers of World War II, which had been part of the European security architecture for almost half a century.

Domestically, the federal election is decided in October. The government under Helmut Kohl remains in office, albeit with a narrower result than before. Political debates revolve around economic stability, European integration, and the long-term costs of German reunification.

Internationally, the year is marked by profound upheavals. In South Africa, the first free elections take place in April and Nelson Mandela becomes president, a historic step after decades of apartheid. At the same time, the genocide in Rwanda shocks the global public and once again shows how quickly state order can collapse.

Europe continues to experience the consequences of the Yugoslav wars of dissolution. In Bosnia, the fighting escalates, while international mediation efforts and the first military interventions by NATO show how difficult it is to organize collective security after the Cold War. At the same time, the Partnership for Peace emerges as a new security policy instrument between NATO and the states of Eastern Europe.

The global economic order is also changing. With NAFTA, a large North American trade area comes into force, while Russia enters another phase of internal violence at the end of the year with the start of the Chechen War.

And so ends a year in which old postwar structures disappear, while a new, still uncertain world order becomes visible.

In 1994, the presence of Allied troops in Germany comes to an end. The Federal Republic continues to grapple with the consequences of reunification. Worldwide, South Africa, Rwanda, and Bosnia show how differently political transformations can unfold.
